First off, lets not turn this into how "easy" the game is discussion.

Now, on the face of it, it seems like a good idea to have the local association come up with what is best for local youth bowlers. The potential problem is, they might not do
anything either. This could lead to youth bowlers not getting awards.
The next question I have to ask is, where is the national sanctioning money going for youth bowlers? As far as I know, it costs the same. If the burden is now on the local association, then at the very least the national sanction fee should go down for youth bowlers.
Lastly, our association has decided to add the costs of the awards into
adult sanction fees. Its only a few bucks, but I have to question the motives of the USBC. While it may seem like a good idea for local associations to handle it, the USBC isn't allocating its money for the awards.
If someone is more knowledgeable about what the exact stipulations are, I'd like to be more informed. At the very least, the national USBC should have to approve each local associations award program.
