Youth pre bowl

My sons team pre bowled for league this Saturday on Tuesday night. My daughter has something going on Saturday morning that runs into league time. I was going to have her make up at the same time. When I asked if she could do it I was told she couldn't pre bowl by herself. Is this the way all youth leagues are going now? Or could it be just the center we bowl they bowl at? Never heard of this for youth leagues.

Youth individual, unopposed pre-bowling is permitted by USBC rules unless the league itself has a rule prohibiting it.  If the league has no such rule your daughter should be permitted to pre-bowl.

Maybe the youth league permits team pre-bowling but no individual pre-bowling?
