With Columbia being bought up by Ebonite International 6 years ago... did Motiv find a loophole for reusing a name?

I heard a name can be used if its not been used in the past 3 years..I read a discussion on here about it over a year ago.  It was brought up about the ebonite mission domination/250k renaming.  Storm still made domination line balls overseas so ebonite had to rename it.  Someone else chimed in and said names can be used if the name has not been used in the oasr 3 years.  Thats all I remember!   Can anyone confirm if that is true or false?
