My teammate orders from them occasionally. He has never had an issue with them.  Usually receives the ball within a week.

I've bought from them multiple times.  They don't look amazingly high tech on the site, but they have good quality stuff.  They also have an ebay account that they sell other stuff off of as well (like more polos, blems, and stuff like that).  Unfortunately, they seem to be the only place online that sells older visionary stuff.

I'm inclined to think he's a clearing house for Visionary or he just buys the balls directly from them.
 
I've ordered from his website and from his Ebay account with never any problems.
Be clear about what you want (pins and weights) and he'll be honest with you, so far as I have yet experienced with him. 
 
I have bought 4 or 5 Visionary blems and have yet to learn why any of them were marked as such and that includes asking several long time drillers the same question. Amazing. I've gotten first quality balls from many other manufacturers that I have wondered how they ever passed the briefest of quality control procedures. Visionary blems seem higher quality than many other so-called first quality balls!!!!

They are legit - I have ordered from them in the past with no problems and have recommended them to others on this site looking for some older balls.
 
I think Charlest is correct on his speculation.  They seem to have a close relationship with Visionary.
 
As to Visionary's blems - they have a very high QC standard.  The following is from their website:
 
By doing all of the work in house, it allows us to control and maintain  both the quality and performance of our equipment.  Many companies do  random inspections, but at Visionary each and every ball is checked  individually for hardness, roundness, weight, topweight, pin placement,  and overall quality.  If it is not right it does not leave the factory.

Like others no problems with Josh.  Very good seller!
 
When I dropped to 14 a few years back I updated lots of my older VBP equipment thru Josh.  I wouldn't hesitate to deal with him.
