Never got any definite answers, but general consensus on this was:

Cover: similar to M80.

Core:  Super Trooper core with higher total differential (or is it lower?)  0.050 vs 0.020

Reaction:  similar to Columbia Action.  Also reports that it was "a few" boards stronger than the Track Power Machine.

Overall a good benchmark ball.

All this only refers to the Columbia produced balls, not the Storm produced.  Not sure if Storm ever produced the Full Tilt, but the Tilt was produced by Storm and Columbia - different core and cover.

Got a few NIB Circle if interested. All 15lbs.

Full Tilt x 2

High Voltage

The cover of the Full Tile looks like a sanded pearl cover. The High Voltage was an amazing ball. It was drilled identical to my Total NV and made that ball look entry level equipment.

Be good, or be good at it.
