Weight holes CAN be flare-neutral, flare reducing or flare increasing. They don't affect the length a ball gets. That is the surface: finer surfaces let the ball go longer, duller or rougher ones hook earlier.
When a ball flares affects what happens to the ball when you use either a flare reducing or flare increasing weight hole.
Polished balls tend to use that flare later down the lane, while dull or matte finished balls tend to use that flare earlier or throughout the ball path. So a flare reducing weight HAS THE POTENTIAL to allow the ball to hook later and less.
