...who goes in? Those from last year's point list outside the line, or guys from 8th on back from Tour Trials?

I believe 8th in the tour trials, which would be Brian LeClair.  That's how Billy Oatman got his exemption Bill Rowe as well.  If they defer the spot before the tour trials, it would have gone to Ronnie Russell, but since it was after the trials, it goes to those competitors.

If somebody gets injured or declines their exemption before the start of the season, the spot goes to the next person on the 07-08 point list : Ronnie Russell. If it happens after the season starts the spot goes to the TQR. No spots come from Tour Trials anymore

As far as I'm concerned Ronnie Russell should be on tour anyways. How devestating what happened to him in the tour trials not to mention in the regular season when his double partner few months ago in that doubles tournament threw the game away along with his chance for an exemption.

exactly Chris..

why do some of you people insist on blaming Ronnie's failure to maintain an exemption on Ciccone? Because he missed a spare? Seriously, they bowl how many events?

I'm sure in a fit of rage, Ronnie could blame Joe, but over a short thinking period, he is smart enough to know it's his own doing that he is not exempt this year.

If the doubles tournament never happened, this wouldn't even be a discussion..

Another small "quirk" was the fact that Pete and Chris Wood WD'd from the US Open with a few games to go in the cashers round. This bumped Billy Oatman up 2 spots, thus pushing him ahead of Ronnie by 158 points

If you ask Ronnie, he'll tell you he didnt perform as well as he'd like to have at the end of the season.

Of course there's still a chance he may be in for next season due to the fact that Pat Healey is coaching the Kuwait national team and may not bowl next season. I dont think anything has been decided yet
