Either they will eliminate the award, or it will go to someone who qualifies for one of the available spots in the tournaments...

and I think there's 1 special award spot each tournament, and 1 spot for the top regional points winner..

so that leaves 3 spots to be awarded via rabbit squads or other methods???
That's probably where they'll get the rookie status.
