JEFF CARTER....EXEMPT?

I noticed that Jeff Carter, from Springfield IL, didn't have to bowl in the PTQ yet he was in the Atlanta Tournament proper.  Does anyone know how he got in the field without bowling the PTQ? Is he exempt now?  
Jeff Carter is the bowler who did, or still does, hold the highest national ave for a bowler for a season, it was something like a 265 ave.

Jeff Carter, who averaged 261 for a season, was given the Commissioner's Exemption at this week's tournament in Atlanta.  I will be rooting for Jeff this weekend, he seems like a really good guy, very genuine, throws it AWESOME (you'd have to to average 261, regardless of conditions) AND he's from Illinois, gotta root for the guys from my state!

On a similar note, you should go out the the PBA site and check out who is currently leading the regional points.  The point's champion from Jeff's region has already been mathmatically determined.  Dale Traber.....great.
