Factory Seconds Suitable for PBA competition??

Are X-out balls or factory seconds suitable for pba competition? Major tour? regional tour?

Tommy Jones and Patrick Allen used a bunch of Ebonite 2nds and X outs when I would see them in Medford.

Not to mention a lot of companies call the LONG pin balls 2nds or x-outs and a lot of the pros like the balls with the long pins like that.
