Seems like an interesting format, and it'll add some variety to the season. It does seem a lot like holding out a carrot with "Career" written on it. "Come and get it, boy! Oops, you missed. Hahaha. Try again. Oooh, missed. Try again." Like a pair of bullies who took a ball from some poor kid and playing keep-away. Or Charlie Brown and Lucy with the football.
The idea of exemptions sounds like it would keep the pressure on to perform week-in and week-out, making bowling more exciting. But we don't see that. We see four guys on TV for an hour and a half. By that time, they're thinking "title", not "exemption". Instead, they tell bowlers like Steve Hoskins, Brian Goebel, Bob Learn, Randy Pedersen, and Lonnie Waliczek that they aren't welcome anymore because they had a bad year. They'd kick Pete Weber out too, except that he won two years ago.
Really, how many people from last season that made the TV show aren't exempt now? Pratt, Girard, and Liz Johnson? Three?

“With ESPN televising the event on Christmas Day, ‘The Final Frame’ will provide tremendous exposure for the PBA while showcasing a unique field and interesting format,†said PBA Commissioner and CEO Fred Schreyer.
I'll believe the Christmas Day numbers when I see them.
