From my point of view, and from what you have described, it's hard to make a educated guess without knowing what other ball (drill and surface) you're using now and what the results are.

Since the stock surface is the traditional "1500 grit polished", and given your fairly high rev rate, I'd start at stock finish. The stock polish is pretty skiddy. It could be enough for you. If it turned too late, then I'd try 4000 grit Abralon matte first. If it turns too early, then sand to 4000 grit Abralon and add light polish, then heavier polish as needed.

As for drilling, without more of your release details, like tilt and rotation, it's also hard to take a wild guess. I suspect with that rev rate, the pin should be in the 5" range, but I cannot say more.

If you're using the "Complete NV OOB" for this same condition, you should be able to use the Cell Pearl for it.
I would try the stock surface first, but given your "lots of tilt and rotation", you might have to go the 4000 grit Abralon to help burn up some of the CP's stored energy. It has more backend potential, as far as I can tell, than the CNV. I'm thinking you may have to go to 2000 grit Abralon, but try the 4000 first.

(Matter of fact, the Cell Pearl has so much backend, I wonder if it's the best ball for you for this condition. I wonder if a polished solid Celll wouldn't be better for you.)

Aside: if your tilt and rotation is that high, together with your high rev rate, you should consider some milder (not mild) balls, weaker pin posiitons, and use a bit more surface to control the backend, which must be ferocious with your rev rate.

Cell Pearl is the wrong ball for alot of carrydown polished IMO, at 4k or 2k no polish it has a good chance but with polish it gets oil sensitive like any pearl does.
