Understanding Dual Angle

some questions about laying out a ball.

 

first angle is length, second angle is angluarity, i'm i correct?

so low number is flip ? higher number is less snap?

 

how to put the pin under fingers and still get some reaction?

my pap is 5 3/8 over , 3/8 up,
