Comparable to the Too Hot?

The Original Hot Rod. Not the exact same reaction but it replaced it I believe.

That's kind of what I thought... but I read one review where the guy said the Hot Rod was about 12-15 boards stronger than the Too Hot... so I didn't know?

Drilling alone could make that much of a difference, but the Too Hot just had a slightly higher RG than the Hot Rod.  With the same drilling and static weights the Hot Rod should start moving into it's reaction sooner.  The Hot Rod also is supposed to have a higher differential which may also account for the bigger move.

IMHO this is about as close as you are going to get to the Too Hot in Storm's current lineup.
