There is a site that is offering some storm lightweights for $50.00 less. Does this mean as the term indicates, that a 15lb is really a 141/2, or are these overseas versions? Not familiar with this term. Thanks!

Those are actually 10 and 11 pound balls I think.

Mr. Bunnie is correct. Lightweights are 10 and 11 pound balls.  They have virtually no core so they sell for less.
