A great deal depends on your style. The Throttle R, for me (and for 4 other people) has not really been "snappy". It makes a longish turn and hooks a substantial amount, but not hard left (for a righty). I wasn't able to use it anywhere except a hard overblock wet/dry. If you have a ton of hand (or almost no hand and low speed) it could be a little unpredictable because of the strength of the core. But for many people, it probably would work on a hard wet/dry, because the coverstock elongates the breakpoint.
The Core Power HRG is a smoothish Storm, though it does make a relatively clean, hard turn. It can be a little snippy, but, in my experience and observation, it works very well on wet-dries. Frankly, for a true overblock, the Throttle R (which I really disliked for my style) is probably the better of the two for more people because of the length it gets through the heads and the longish break area.
