Considering it is the replacement for the Hot Wire which is a very good medium oil ball I don't think it would be good on dry it should be slightly stronger than the Wire due to stronger cover and lower RG.
The Hot Rod would be a better ball for dry.

Yup...the other guys have it right Nick! It seems with "pro versions" the companies will either make the ball weaker than it's normal version (like the Bolt Pro) or stronger as is the case here.
Honestly, within storm's line up the Razor Wire / Barbed Wire are nice **DRIER** lanes balls. The one that you would pick is totally dependant on your style though as the BW is basically just a slightly stronger Big Hit...but the Razor Wire is a step up from that.
If you are still throwing 16lb's you could always get an older Too Hot if you are looking into something with the hook potential of a Razor Wire.

Bowled yesterday with a friend who used a Hotrod Prostock. From what I saw it is going to be a great ball for a second shift houseshot. The lanes were wood and hadn't been oiled since the night before. His carry was exceptional playing from 20 at the arrows out to around 8 at the break. Very smooth, predictably strong backend. Not jumpy at all. Looked very impressive.
