I think the hard thing is to rank them in HOOK, but to rank them by amount of oil needed for the ball to perform well would be easier.

Its hard to go by hook as one may hook more than the other only due to there not being enough oil for one of the balls or too much oil.

Maybe 'cause there is no over the top claims to be the best this or most hooking that. They just make quality gear that gets the job done.

It's impossible to list "most hook to least hook."  The Special Agent is a stronger ball than the Spit Fire and can handle more oil, but the Spit Fire will actually cover more boards than the Special Agent when you find enough friction.  It's entirely too dependent upon so many factors that all you can really do is consider how much oil each of the balls is meant to handle and what kind of reaction shape it has a tendancy to give you.

Let's do this the easy way.  Lower RG core is going to rev sooner than a higher RG core, meaning it'll roll earlier on oily conditions.  Coverstocks, R2X handles more oil than R2S which handles more than Reactor.  Solid handles more oil than hybrid which handles more than pearl.  Think about what kind of ball reaction you want and match up the cover and the core to give you that reaction.
