Storm had their plastic balls made overseas for a number of reasons:
Cure time- it takes plastic balls something like 15 or 18 hours to cure when poured into the mold. Reactive resin balls cure in something like 10 minutes or some ridiculous fast time. Storm wanted to build their own plastic balls here, but the addition to the factory in space alone would not be cost effective.
EPA- I think there are some other costs/regulations involved when making plastic balls, due to the chemicals and processes involved with producing the balls.
Storm is now getting back out of making plastic balls. The company that was making them in Korea was having issues of their own, with getting the actual materials, and their quality control was very poor.
BTW, this info did come direct from some Storm Mouths during a VIP Pro Shop meeting, they are not hiding, I just have slept since then. My hard drive erases every night.....
