purpose of a weight hole

Hi,

Can someone explain the purpose of a weight hole?  I always thought it was to make a ball "legal", but have since heard other wise.

A weight hole's purpose is two-fold...it is used to balance the ball statically and to alter the overall reaction of the bowling ball.
