Would a 715C drilled pin under have the same reaction as a 715T drilled pin over if it were the same surface preperation?

No you would see a different reaction. The 715T has a stronger coverstock on it. You will see the 715T hook more than a 715C. Also on a pretty slick shot, you would see a really big difference.
