Anyone know what this is?

A properly fitted "closed-hand" style fit, with an adjustment to alter axis tilt, rotation and/or revrate.

Ie do you mean forward finger and forward thumb with a relaxed span?

L.L. you have pretty much summed it up.  IBPSIA recommends that the the crease of the first finger joint be about centered over the finger holes when the thumb is fully inserted and fingers laying across the holes.  Mo recommends that the mid-line between the first and second joints be centered over the finger holes and he uses a lot more forward pitch in the fingers and thumb.

His theory is that it is easier to maintain a relaxed grip and still hold on to the ball if the hand is more closed.  Hopefully I have not mis-stated anything here

Actually, they have not taught that (to my knowledge) for quite a while.  Probably not since they where agreeing upon the details of the training manual.  Of course, there are certainly fitters out there that enspouse the "first knuckle = middle of hole" as a good (or even "relaxed") fit.  I think that it is a little stretched with the proper use of pitches regarding hand flexibility.

They currently back Mo's & Taylor's (and many others) view of 1/2 the distance between the knuckles at the front edge of the gripping hole.

Here you are dead on.  If you had nothing to do all day but walk around holding 15 pound cylinders, would you rather that they be 5" in diameter or 3"?

I mean a properly fit fingertip with "whatever" pitches are required to get the ball to the bottom with minimal pressure.  Once the hand is relaxed and the armswing loose, you can use span & pitch alterations to alter performance.
 
Rolling the hand (laterals) left or right and/or hooking or unhooking fingers are all options that can be used to alter hand-action at the bottom of the swing.
