I've never had any success with altering a cover so that is why I tend to stray away from it as much as possible. I always have this theory in mind...the ball company made the ball the surface they released it at for a reason. Now this is advantageous to some players and a disadvantage to others. For me, it is better to just leave the cover alone. Only time I touch it is with Power Wash to clean it. Although I do have to admit the one and only time and it is because I felt like I was out of options. I asked Carl how to restore my Robo Rule and he said to use a gray scotchbrite and Clean 'N' Tacky and lightly rub the scotch brite to the surface. Allow the CnT to sit for a few seconds then take a wet paper towel and wipe the excess dirt and oil off and then dry it off with a dry paper towel. This method worked wonderfully and I had that hook with the Robo Rule I first had when I purchased it. It had alot of oil in the cover most definitely! Hope this helps!
