Too dull depends on the condition. Bowlers who have no hand (me included) can take a 180 grit ball on use it on what seems like a flood to us, but put that ball in someone's hands who can turn it up somewhat, and the ball will die. Its all realitve...its too dull if it burns out, but that depends on the condition and the bowler.
On edit: I should have also said this is the reason why I do surface adjustments in small steps, not one big step. If the ball is 1500 grit, try 1200 or a 1000. If it still is not dull enough, go to something with more grit until you arrive at the reaction you want. It may tke a few days, but you will be happy you took the extra time in the long run.
