Not necessarily. It depends on how far out of line they are and in which direction.
GENERALLY, a ball with the cg shifted to the left is better for a right handed bowler, while a ball with it shifted right is better for a left handed bowler, but a LOT depends on how you drill it and what you are trying to get from the ball after drilling.
In some cases, balls like this are actually preferable, depending again on the specific reaction one is trying to get from the ball.
