USBC Women's bracket inquiry (Tic Tac Toe?)

I know someone that recently attended the USBC Women's National Championship in NC and was wondering if anyone could enlighten me on the Tic Tac Toe bracket that they were running.  All of the material that I've read doesn't really answer how an individual would win any prize money.  In fact I'm somewhat perplexed as to how it even relates to tic tac toe at all.

Any info other than what is available in the Brackets Information pamphlet would be appreciated.

They ran the same thing in Reno and no one at the brackets booth could explain it to me.  In fact, I spent 15 minutes at the booth with two people trying to explain it to me without success.  They then called up a supervisor on the phone and he was unable to provide any more info.  All three of them were basically reading the pamphlet back to me without providing any more info.  I may be stupid, but I will be very surprised if anyone is able to explain this thing adequately.

Ok, I think this is how it works. The bowler's nine games result in a tic-tac-toe grid. The team games are the first row, doubles is the second row and singles the third row. As shown below:

T1 T2 T3
D1 D2 D3
S1 S2 S3

Fourteen entrants @ $25 each are randomly placed in a grouping.  The high and second high total of the three team (T1 + T2 + T3) games win money.  The same goes for doubles and singles.  

The fourth way to win is the total of the three first games (T1 + D1 + S1).  The same applies to the second games and third games.

The seventh and eigth ways to win is diagonaly (T1 + D2 + S3) or (S1 + D2 + T3).

Four corners is the last way to win (T1 + T3 + S1 + S3).

A total of nine ways to win each paying two places.  One bowler can win multiple times. I think it pays $20 for each first place and $15 for each second place. USBC keeps $25. (9*20=180, 9*15=135, USBC=25 for a total of $350). (14*25=350).
