Refund of entry fee

One of our team recently lost his job. Right now our team is heavily considering not going to BTR this year. If the team decides not to go, what is the rule regarding refund of team entry fee? Additionally, if I decide to go anyway as a sub somewhere (this is year 24 and I'd hate to miss), does that change the picture?
