Does any of the USBC headquarter hotels have a shuttle service to and from the Cashman Center?

Binion's runs a free shuttle

"The shuttle will run approximately every 20 minutes from 9 a.m. until 1 a.m. daily until the conclusion of the Open Championships on July 24"

This shuttle was the best thing at the tournament in my opinion if your staying downtown. I could walk across the street from the Golden Nugget and be at the tournament in 10-15 mins at most. I took it at least 6-7 times back and forth.

I agree with the rest of the guys here.  The Binion's shuttle was very convenient to and from the Cashman center.  My mom and I got a three dat pass (which only cost us $15 each) and took The Deuce bus from the strip (since we stayed at the NY NY Hotel and Casino) to downtown and walked to Binions for the shuttle.
